Potomac River Mechanical Services

is a full service mechanical contractor that is located in Alexandria Virginia. The company’s working territory includes the entire Washington DC metropolitan area ranging east towards Southern Maryland, north towards Baltimore in Maryland, and south towards Fredericksburg and west to Winchester in Virginia.

Potomac River Mechanical was founded in August 2014 by Mr. Steve Holman. The company specialized in mechanical consulting and construction management. As Mr. Holman grew the company there was a want by the clients thus the need to provide the installation services. Mr. Holman brought on Mr. Brian Capps and Mr. Eric Russell to grow the construction and service division in the summer of 2016.

Safety is of utmost concern for our employees and our clients on and off the project sites. We utilize SEE, Inc. for our safety consulting and perform pre-hire, post-accident and post-incident drug screenings. SEE, Inc.’s staff of 15 safety mangers provides Potomac River Mechanical full safety review coverage and training across our entire work area.

is a young group of partners, managers and technicians taking their years of varied experiences and learning to build a division where our technicians are placed with great clients to complete outstanding projects. Our goal is the return request to complete the next project for you and your staff.

Meet Our Team

Eric A. Russell

Project Manager/Partner

Graduate of VA Tech Building Construction Program with over 20 years of varied experiences in the industry from the INOVA Fairfax Boiler RACT burner and fuel conversion, AHU replacements in occupied buildings and full patient tower retrofits with integral mechanical rooms mid tower. He has managed projects in volume from $2,500 to $19,000,000 and project management staffs of 15 project managers and assistant project managers. Eric has a Healthcare Constructor Certificate striving for his ASHE CHC certification in 2016.

Brian Capps

Field Manager/Partner

Graduate of Steamfitters Local 602 in 2000 with over 20 years of field management and installation experience in the Washington DC metropolitan area. Projects include chillers and cooling tower replacements, mechanical room renovations, boiler room conversions and numerous tenant fit out projects. He has managed field staffs exceeding 225 steamfitters and plumbers in his years of service in the industry.

H. Frank Russell

Start-up and Commissioning Manager

Graduate of Steamfitters Local 602 in 2004 with over 16 years of field, service management, and installation experience in the Washington DC metropolitan area. He has specialized in equipment start-up and diagnostics leading to commissioning from project award through project completion. Analysis of submittals, drawings, PFTs and FPTs are requirements for a full Cx process. An acute understanding of BAS controls and equipment interaction adds in a thorough and completely commissioned system.

Gabe Baltazar

Project Superintendent

Graduate of Steamfitters Local 602 in 2007 with over 14 years of field service and installation experience in the Washington DC metropolitan area. He specializes in chiller plant renovations, data centers and all retro fit installations in health care and private facilities. Some of his notable projects are INOVA chiller plant retro fit, Prince William Hospital CEP expansion, Lockheed Martin chiller plant up grade, Potomac Hospital surgery addition, Raytheon code room data center and Boones Blvd. chillers and coil replacement. His certifications include First Aid and CPR, OSHA 30 and multiple welding certifications.

Scott Ledman

Project Superintendent

Graduate of Steamfitters Local 602 in 2009 with over 12 years of field service and installation experience in the Washington DC metropolitan area. He has specialized in mechanical room and building retro fits. His notable projects include the DEA Testing Facility Chiller replacement, 1100 Wilson Blvd Cooling Tower replacement, FBI SCIF Space fit-out, 2030 M Street Building FCU replacements and Saratoga St Boiler plant replacement.
